Hester M. Parrot has specialized in public finance law over the last 20 years, emphasizing charter school facility financings. She has extensive experience coordinating multidisciplinary financing teams to secure funding for charter schools’ permanent facilities in Colorado and throughout the country.
She also assists other 501(c)(3) organizations and government entities—ranging from small towns and special districts to large cities, counties, and state-level issuers—achieve their tax-exempt financing goals.
Hester regularly serves as underwriter’s counsel, bond counsel, disclosure counsel, and tax counsel on various debt and funding transactions, including general obligation bonds, revenue bonds, certificates of participation, and conduit private activity bonds.
Hester earned her Master of Laws (LLM) in Taxation from the University of Denver’s Graduate Tax Program. She also served as a tax attorney at her prior firm.
In addition to her comprehensive legal expertise in public finance, Hester prides herself on her team-oriented approach and proven track record of closing transactions efficiently and effectively. Hester is a relentless problem solver who engineers innovative solutions to ensure successful transactions.
In her free time, Hester enjoys family game nights, traveling, exploring Colorado’s arts communities, skiing, and hiking.
